The University of Tartu does not have dorms in Tallinn. All students are responsible for finding their own accommodation. The following links can be used to look for an apartment or a room:

Rent prices do not include utilities unless stated so. If you rent an apartment through a real estate agency, expect to pay the broker's fee (1 month's rent) and a deposit (usually 1 month's rent).
Rent prices for one bedroom apartment start from 120 EUR/month + utilities.
Public transport is free of charge in Tallinn.
